Overfulll or needs bleeding. Check the level when hot, and siphon out fluid if it is overfull. To bleed out any trapped air, with the engine running, turn the steering wheel back and forth, stop to stop, until all air is removed.

You can't. The power steering is driven by the motor. If the motor stops, there is no power assist for the steering.

Well if it is something that gets louder or more noticeable the more you turn the wheel, there's a good chance it's you power steering pump. Check the level of your power steering fluid and fill it to the proper level with the appropriate fluid. (some manufacturers say to use power steering fluid, some say A.T.F. automatic transmission fluid) but it should say right on the cap of the power steering fluid reservoir. If you can't find it go to the nearest auto parts store and someone there should be able to show you which one it is.
something wrong with power steering. check for leaks. The power steering pump may also be broken. but whatever the cause is, it's a good bet it's power steering problem.
First check that theer is enough power steering fluid in it, if that doesn't solve the problem then it needs reapir or replacement when it gets worse.
check the power steering and brakes "mini-radiator" that hangs below the radiator. usually gets hit with all the weather, can be replaced easily.
My experience has been..... if water ..even just condensation gets into the power steering box it will turn a bit whitish and foamy... Mike in Tucson
