Muzzle loaders always fire a bit slower than a regular cartridge rifle, but if there is a noticeable delay It is most likely one of two things, check your powder, it may be old or damp. Just because powder was just bought doesn't mean it is new, check the lot date on the can or box. It can also get damp from residue in the barrel, run a dry patch down the barrel prior to loading it. The second could be a clogged or damaged nipple check it and clean or change it out. lastly it could be as simple as week or old primers, they are susceptible to the same problems as the powder. A new tin of caps or a 209 shotgun primer conversion couldn't hurt.
Hope that solves the problem

To find the percentage of 700ml in 1L, you would divide 700ml by 1000ml (since 1L is equal to 1000ml) and then multiply by 100 to get the percentage. So, (700/1000) * 100 = 70%. Therefore, 700ml is 70% of 1L.
