The return oil ports are stopped up.

Remove the oil fill cap located on the valve cover or near the valve cover. Do not overfill.

The fill cap is on the valve cover.
You put engine oil in at the oil fill cap. It is normally located on the valve cover.
Go under the engine and remove the Oil drain plug from the oil pan and let it all run out into a drain pan. Then remove the oil filter and replace it with a new one. Close up the drain plug when all the oil had been drained out. Fill the engine with new oil ( the fill opening is on the top of the engine on the valve cover.) If I remember right it takes about 4 to 5 quarts to fill it up again to the fill mark on the dip stick. If you are not familiar with doing this I suggest you take it to an oil change station and have them do it.

Usually it is either a screw on cap in a valve cover or you're expected to yank the PCV filter out of a valve cover.
