Lucius Malfoy is a pure-blood supremacist who has never worked a day in his life but still has immense wealth and power. He is a bully and one of his favourite victims are the Weasley family.
Arthur knows that Lucius is a bad person and has to deal with a lot of snide comments about how he doesn't earn and provide enough money for his family whenever he bumps into Lucius at the Ministry.
He's especially annoyed because Lucius managed to avoid imprisonment in Azkaban by pretending he was under the imperius curse and wasn't actually a death eater of his own free will.
They would have crossed paths at Hogwarts as well as Arthur was only four years older then Lucius. They will also be somehow related since they are pure-bloods, although the Weasley family are considered blood-traitors by the Malfoy's.
