∙ 11y agoThat's because it is a reference. References need to be stable; they can't be doing silly things like adjusting for daylight saving time.
If you are referring to a clock for your home that automatically gets daily updates from an atomic clock, they have a switch either physically or in their programming by which you can select the time zone. The clock has no way of determining that on its own.
