the atomic clock is never wrong! its always right! i no this because i know the inventor of the atomic clock and everything he does is right! nothing can make the atomic clock wrong.

It looses 1 second every 1million years.

That's because it is a reference. References need to be stable; they can't be doing silly things like adjusting for daylight saving time.

If you are referring to a clock for your home that automatically gets daily updates from an atomic clock, they have a switch either physically or in their programming by which you can select the time zone. The clock has no way of determining that on its own.
