Dumbledore's Howler says "Remember my last". He is reminding Petunia of his last letter, the letter he left with Harry on the doorstep of 4 Privet Drive when Harry was a year old. In that letter, he explained about Lily and James Potter's deaths and tells Petunia about the charm he has placed on Harry to protect him. Petunia is fully aware that by taking Harry she seals the charm and this keeps Harry safe while he is still able to live with her and her family. The charm can only break when Harry turns 17 or when Harry can no longer call 4 Privet Drive "home". Dumbledore believes the Dementor attack at the beginning of Order of the Phoenix has awoken Petunia to the dangers of having Harry as a son and he's trying to remind her of the pact she sealed when she agreed to raise Harry. He does not want her to throw Harry out and break Lily's protective charm, which is the main way Harry has been protected when he's away from Hogwarts.
