Firstly are you looking in the correct place - often the demos are not a seperate entry on the eShop, you download it from the 'page' for the main game itself.
Secondly, have you set up an NNID. You must have one, to be able to download demos.
Lastly, if the two above don't help, then unfortunately you may be a victim of some kind of regional restriction and the demos are not offered in your region.
