First check the thermostat, with the unit off, slowly rotate the dial form left to right listening for a quit click. Should you hear a click, it's likely the thermostat is good. Not hearing a click may suggest a a bad thermostat.
Turn the unit on rotate the thermostat to cold. listen for a hum from the compressor. a good indication the compressor came on would be a quick dimming of the lights. If you think the compressor came, let the unit run a while. remove filter and plastic face exposing the front cold coil, kinda looks like a radiator. With the flat of your inner hand, starting at the bottom of the coil where it should be cold. Run your hand up towards the top. The temperature should be consistent. If it feels warmer after about 10 minutes of running, you may be short of refrigerant.

It will not work, the ac unit needs to blow the heat removed from indoors to outdoors. Running a window ac unit without venting it outside will make the room hotter.
