Go to the Control Panel then network Connections, Right Click on the currently working Connection then Properties, on the General Tab you will see the File and Printer Sharing
From the LAN properties screen - uninstall File and Printer Sharing for Microsoft Networks the Install File and Printer Sharing for Microsoft Networks. Reboot and in my case sharing is working again. The server services starts no problem

I am not aware of any sharing access for individual Excel files (if someone reading this knows how to do this with Windows, please improve the answer). File sharing permissions are for giving access to folders, not individual files. If you are not able to change the sharing permissions on the folder in which you have the Excel file stored, move the file to a folder or drive without sharing permissions. The only way legally is to have a copy of the song on your computer. Windows media and itunes both convert music to CD audio for burning but you have to have it first. There are file sharing websites to obtain them from but alot of them are overrun with viruses. I do not encourage file sharing, it is illegal and punishable by law.
