NT does have backward compatibility. You can use every NT program on every NT based platform. DOS platforms however are completely different.
I think you've got that backward. There is no version of Windows known as "Windows 2007." Windows Vista was released on January 30, 2007.

Executing DOS commands in a Windows environment, you mean? It actually depends on the version of Windows you're running. But with the exception of Windows ME, almost everyone of them has the capability to execute DOS commands. Try using the "run" command from the START box and type "cmd". That ought to get you started.
