Pepper is not soluble in water because water is a very polar and the components of pepper are non-polar; very fine powder of pepper can be mixed with water. forming an unstable suspension, but cannot be dissolved.

The boiling point of water increases on adding impurities because the boiling point of the impurities also adds up to the boiling point of water thus increasing it.

pepper does not add impurities much, it doesnt have much sugar, salt or baking soda obviously, nor any other impurity.
