In some countries, yes. All of the United States's laws are based on the constitution. In other countries, no.
Most totalitarian countries have a dictatorship by a despot who holds onto power. Most, but not all totalitarian countries adopt this economic system.

All states must adopt the a form of government and a constitution in accordance to the US constitution before they are granted statehood. A territory will hold a referendum and if the majority votes for statehood, the Congress will be petitioned. If the Congress passes a joint resolution to grant statehood, the president signs it and statehood is granted to the territory.
Answer: No. Cheating is not mentioned anywhere in the Constitution. Answer: It isn't clear what constitution you are talking about (basically, most, or all, countries have a constitution). But I don't think ANY constitution specifically mentions a "right to cheat".
