Simply because they can afford this behavior. They expect perfect resumes, impressive cover letters and impecable manners from the first to the last moment. In return, they are not polite enough to call or e-mail even the people they promise they will (people more advanced into the recruiting process, not the initial crowd of applicants). They just don't care. And they will not care as long as on the labor market the offer is higher then the demand.
