Rusting usually means the corrosion of iron in the presence of water and oxygen form hydrated iron oxides and hydroxides. Different alloys of iron will behave differently from the pure metal- stainless steel is an example.

Most other metals corrode, and this depends on th eir relative reactivity. (see link for reactivity series) They may fom oxides (for example aluminium and beryllium) a sulfide layer (silver), a mixed carbonate/sulfate layer like copper. A few pure metals do not corrode examples are gold and platinum.

Because Iron has substances such as Hydrogen, Sodium, and Clorine, which makes the metals rust alot quicker then other metals.

Copper is exposed to rusting, too. But by a copper rust layer is only thin and does not allow the continuation of the rusting.

I think that the point is: 1) if you have rust, then vinegar that contains acetic acids, will dissolve your rust 2) if the steel or iron doesn't have rust, then vinegar can rust the steel or iron 'cause it contains an acid. I means that acid will corrode steel or iron but even dissolve rust, that is an iron oxide.
