There is no such thing as "mental people". They are either physically disabled or have learning difficulties or are suffering mental health issues. Not "mental". The Victorian era is long gone now, so snap out of it.
They don't lose their sexual desires for the same reason "normal" people don't lose their sexual desires. All living creatures on the planet, humans included, are biologically "programmed" to reproduce and breed breed breed. People who are at a disadvantage are no different to people who are not at a disadvantage in this sense.
