Flasher relay is more than likely defective.
Some vehicles has a flasher relay for the turn signals and another one for the hazard lights. Are you sure you replaced the correct one?

The speed problem with the blower motor is a defective Blower Motor Resistor Pack. Replace it. The non-functioning turn signals, is more than likely a defective Flasher Relay or a blown fuse. If the turn signals flash quickly, its because a bulb is out. Have you tried replacing the bulbs? Have you verified the replacement bulbs are indeed good? Sounds like a bulb or two may be out. The flasher depends on the bulb's current to set the flashing rate. If a bulb is out (or disconnected for some reason) the flasher usually will flash quickly or not at all.

My flasher was in the upper left hand side under the dash. Over the steering column. The four way flasher is the lower and the turn signals is the upper flasher.
