Mountains make it hard to build roads, buildings, and pretty much everything else. A city needs infastructure, and why make it difficult by locating a city on the mountains when it's easier to build on flatter land?

But people will not normally build cities in places that have bad flooding. (There some exceptions, like the city of New Orleans, or the country of the Netherlands.)
