Why don't people live in the mountains and basins?

Mountains make it hard to build roads, buildings, and pretty much everything else. A city needs infastructure, and why make it difficult by locating a city on the mountains when it's easier to build on flatter land?

Basins-- arent they prone to flooding? People normally will live in river valleys and low flat areas where building things is easy and where the soil is good for growing food. But people will not normally build cities in places that have bad flooding. (There some exceptions, like the city of New Orleans, or the country of the Netherlands.)

The mountains and basins region may have limited access to water, extreme temperatures, and challenging terrain, making it less suitable for large-scale human habitation. Additionally, the lack of infrastructure and resources in these areas can make living conditions more difficult.
