I know of two ways to get Phione in Platinum, though there may be other ways. One way is to get a Manaphy and breed it with a Ditto. I believe Ditto can be found at the Pokemon Mansion garden area. When their Egg hatches, it is a Phione, and it does not evolve into Manaphy. The second way is to use an action replay code. You have to use a Pokemon Modifier Code to make it appear in the wild.
