Because there are a lot of people who cannot work. Some people with disabilities, for example, are not capable of working. Unemployment figures concentrate on people who can work and are looking for work but cannot get a job and people who are claiming unemployment benefits. Some people who are not working are involved in other things, like studying, so not all of those are counted. People are sometimes put on schemes by governments to train them for employment and they are removed from the unemployment list. This can sometimes be done to artificially make unemployment seem lower than it is.

What is a Unemployment rate?

Normally in the U.S. the unemployment rate is measured by the number of people filing for and receiving unemployment compensation. However, many failed to find employment before their unemployment compensation expired, or they had to settle for part-time employment or a job that pays less than that for which they are trained and experienced. The determination of the true unemployment rate involves the endeavor to count those people as well.

What is a true unemployment rate?

I assume you are referring to the fact that the unemployment rate reported by the government is the amount of people who are looking for jobs but unable to find them and suggesting that the "real" unemployment rate is how many people actually are not working. There are actually a few different measures for this, which are displayed neatly in a few graphs on the link I'm attaching. No one can say what the "real" unemployment rate is, mainly because of the way the unemployment rate is really calculated. The unemployment rate is the percentage of the American people who are drawing unemployment insurance. It doesn't include people whose unemployment insurance has run out, people who have removed themselves voluntarily from the employment pool (stay at home mothers, people living on trust funds, etc.) and people who haven't ever been employed. A rough estimate is to take the "unemployment rate" and double it.

What percentage of Americans are employed?

"today on 09/22 the umployment rate is 6.1% ..... the oposite is ur answer" No that's an inaccurate statement. The unemployment figure as defined by the Bureau of Labor Statistics is defined as: "People who are jobless, looking for jobs, and available for work are unemployed." http://www.bls.gov/cps/cps_htgm.htmTherefore you don't get the total employed number by the inverse of the unemployment number. There's lots more unemployed people who are not looking for jobs that don't count in the computation. You have to go directly to the BLS website to find the employment figures. I hope this makes sense.

How did the Germans reduce unemployment between 1933 and 1939?

Basically he used many ways to reduce unemployment, he employed people into the army as part of rearmament, he also employed people into public works administration to help build and recover from the treaty of Versailles. Actually he removed most of the people who were unemployed including Jews and other non-Aryan people. By doing this the unemployment percentage dropped but the actual number of people employed did not increase too much
