You can make a thermometer with water, and in fact Galileo invented a rudimentary water thermometer in 1593. However, using other materials such as alcohol or Mercury allows you to measure a greater variation in temperature.

Clinical thermometers are not used to measure the temperature of boiling water! They have a range of about 35oC to 43oC and they will explode at a temperature of about 100oC! Ordinary laboratory thermometers are used.
Laser thermometers are actually just infrared thermometers. The laser is actually just there to make the thermometer easier to aim.
