Heater works fine in my Wrangler! Check the thermostat or the hoses or heater core might be plugged. The thermostat is easiest ^ cheapest to change so start there.

first check connections at wheel well on pass side of jeep the work out to light if you get nothing there trace wires under pass side for metal rubbing
Easy enough, 2 torx bolts going straight up from the starter, and dont forget to unhook the electricals.
31/10.50/r15 will fit . but you might have to adjust the wheel stops out so they dont rub when you turn sharp
