Replace the signal flasher relay.

Sounds like a bad brake light switch. Located above where you put your foot on the brake pedal.
I had this problem with my 1998 Lumina . sometimes it would start but not very often. Sprayed WD40 in the key hole and Blew it out with compressed air. Cleaned the chip on the key. Starts every time now.
Go to AutoZone and look up your fuses in a book for the make and model.

your flasher is bad replace it It's probably the turn signal signal switch in the steering wheel hub. They're junk from the factory.

Did you change the bulb in the rear? Yes. The hazzard lights use the same bulbs in the rear as the turn signals. They work with the hazzards on but not with the turn signal.
