Noble gases have completely filled orbitals / energy levels. They generally have 8 valence electrons (helium has only 2) and have stable electronic configuration. Hence they are chemically inert and generally donot form compounds under normal conditions.

The elements usually react if they have tendency to gain or lose more electrons. For example Sodium has atomic no. 11 and it has the tendency to lose electron in order to complete its octate. But noble gases such as helium have 2 electrons donot have the tendency to gain or lose electrons since its duplete is already complete.
