Low stands for Low Gear or 1st gear in the transmission.(I), is one I have never seen. If you mean 1 then that is 1st gear.

i assume you're referring to the gears mounted on the back wheel. the larger(size) gear is 1, the smaller is 5, meaning 1 is low(relative) gear and 5 is high gear. same with a car.
Yes, if you change the gears in the differential that drive the axles and wheels. The lower the gear ratio, the faster the car will go with the same engine RPM. Example: A car with a 3.55 to 1 ratio differential will go faster than one with a 4.1 to 1 ratio differential at the same engine RPM.

It cannot because you cannot have 1 cm of fuel. Fuel is measured in volume terms whereas 1 cm is a length.

it might be that your car is "locked up" like mine does...i dont know if this will work because i never have changed my battery and i dont have an alarm, but first turn the key forward, but not on...put the parking brake on, put the car in the gear labeled "1", and then put it back into park, take the parking break off, and start the car...that sounds like something i made up but it works every time.
