A pendulum, if put in a frictionless vacuum with a uniform gravity field, would in fact keep swinging forever. However, since such conditions are impossible to create in the real world, the pendulum will always eventually cease to swing because of friction with the atmosphere, or many other possible conditions.
Basically, the air slows it down.
