Replace the high speed relay.
If it does not blow cold air, the system may be low on freon. If the blower motor doesn't seem to blow much air out the vents, one possiblity could be obstructions in the duct work such as mice have built a nest (not uncommon). Also the high speed relay for the blower motor could be burned out.
possibly a high speed blower relay. If the the ac works on all speeds but high, this is my bet. You should be able to pick up a replacement relay at most parts stores.

Yes it does power has to go thru it first and if current is to high it will blow the resister as like a fuse
Depending on the year, the Regal could have a relay to control the high beams. Check the distribution box under the hood to see if there is a bad headlight relay.

I do not know about the SL1, but often there is a relay for high current circuits such as headlights. You could check for proper operation of the high-beam headlight switch at the excitation terminal of the relay and check for headlight circuit energy at the output on the relay.
Typically, it's the thermostat relay...if you take your console apart, and remove the screws holding the heater display, it'll come right out. On the back is a black (or blue) relay. It often rattles loose and loses connectivity or corrodes. If this relay is stuck open (may need to be replaced) it'll cause the heat to blow constantly without responding to the buttons being pressed.
