There are only so many people any company can maintain. If there is a business increase them a good human resource department will identify "lean" working practices to remove any wasted process time. Having done this they will identify addition hours required to maintain the business and decide if this is full time hours, part time, both and if permanent or temporary.

If there are roles within the organisation that require filling and this can be done from internal staff then it is calculated that people can be progressed to fill the positions left by moving existing staff. This will leave vacancies at the lower end. However, there are times when the competencies required at certain leaves are not in the business and a company will search outside for new personal with the appropriate skills
