Aro might not percieve jasper as of great use to him, Aro is a collector but not all talents could give him that extra advantage, for instance aro wouldn't really need to know what his victims were feeling before he killed them, he'd only have to touch them to know it.
Aro proberly wouldn't need jasper to manipluate people, he could have Jane torture people for information or have alec dull senses. he does also have two members of his guard with special powers that the readers do not know about (afton and Corin) so perhaps they have something similar to jasper.
