The headlight has two filaments. One for the high beam and one for the low beam. The most likely reason the high beam is out is because the high beam filament is broken. Replace the bulb and it should fix it.

Is the driver side facing the car the right side?

If the car is designed to be driven on the right side of the road, when you stand in front of the car and look at the driver, the driver will be on your right. Left and right sides of the car are determined by sitting in the driver seat. I usually just refer to the car sides as driver side or passenger side so as not to confuse anyone.

How do you adjust the headlights on a Buick Park Avenue?

On older models (ex my 91) there are Phillips screws on the sides on the headlights that you turn to adjust the headlights (either up or down or left or right) on newer cars (ex my 98) there are levels built right into the headlight assembly, park the car dead level with a half tank of gas and like up the marks by turning the screws that adjust the headlights

You will need a torx head screw driver and a Phillips screw driver, remove the screws around the closing handle and the opening handle, then gently pry at the bottom of the panel to pop the fasteners loose working your way up the sides, lift the panel out of the the window slot and over the door opening handle.

Would a cancel switch make the gauges on your 1987 samurai stop working?

If the Gauges on your instrument panel have stopped working you may have had a voltage converter stop working. This device mounted to the rear of your instrument panel converts the voltage from your alternator to the voltage that your gauges run off of. You can check the fuses with a multimeter and see if both sides have voltage showing, if so then see about replacing the voltage converter.
