The parakeets may feel cramped or the parakeets in the same cage may be the same gender. If you have two of the same gender, there is a greater chance of fighting because they want to be dominant over the other bird.

well one reason can be because the cage is too small, another reason can be that one of them want to be more dominant then the other and wants to protect his space so either separate them in two alright cages or buy one big cage were they can each have their own space

Well, male budgies do get along.Your cage might not be big enough is one reason.If you have 2 budgies you NEED to have 2 of everything so they wont fight.2 food and water bowls,2 cuttlebones,2 treats or whatever.If they still don't get along consider getting another cage so they stay happy :D

If you got them for company they will still sing to each other but have their cage and toys!

Parakeets can be violent to each other to see who is stronger. That's pretty much what i know.
