At the time that is question was ased there was not enough questions related to the topic to create one. Since then more furry questions were asked and a catigory was created.

Rather than look at the criteria for deletion, the selection process is more important. A category is not approved to become a category unless it has a specific number of questions that need a home-- usually several hundred or more questions. A Community Advisor reviews category suggestions and approves or declines it. Some are held back for future use. However, once a category is created, it is here to stay.

No. WikiAnswers was created by adults. However, there are children who actively contribute to the site, both in questions asked and answers given.

For a certain topic to have a new category created for it, it needs to be justified - there needs to be over 100 current questions relevant to that topic. Though an internet celebrity, there just isn't that much one could ask about Eduard Khil, so any questions about him could go under one of the internet categories.

Categories have to be requested. If there are enough questions about a topic, then a category for them can be created. New categories are being suggested and created all of the time. So you could suggest it as a category.
