Dogs and Cats, decendants of their wild ancestors, still have reproductive capability associated with the extremely high mortality rate. Since the survival rate is so much
higher in animals under human "protection" there is also a need to limit their reproductive rate or the result is over population.
Since many people have pets that are intact and often uncontrolled there is, on the whole, too many animals.
Wild animals often require managment as well, due to dwindling habitat, lack of natural predators and subsequent encroachment on human settlements.
