In villages there are not always electrical supplies because of the remoteness. So water has to be drawn manually. This is tiring work especially in very hot or very cold climates.

Well the water that most people get in villages aren't purified, like our water, so it is less healthy and most likely to be full of germs and water bugs, like in Africa, where intestinal and stomach worms are a big problem in the villages. Sounds like you need a water pump, The bearings in the water pump are making the noise not the pulley.
Pulley in wells helps to pull the water because force is multiplied in movable pulley and in fixed pulley force is transfered from point to point.
Because they need to deposit their feces somewhere and they didn't have toilets.
