There is a vent tube that runs from the tank back up to the filler neck. If that gets blocked the air can't escape from the tank while it is refilling and then slows everything down. You need to have that checked. If you look down in the filler neck with a flashlight you might be able to see it. It's about a half inch hole on the left side of the filler neck.
