Antarctica is covered by an ice sheet and experiences several months of no sunrise, making it the most extreme cold weather on earth. Nothing grows there and there is no food chain.
Settlements would be impractical since everything would be imported and no government has stepped up to 'settle' Antarctica.
There are no native inhabitants on the Antarctic continent, because it's too cold there to support life. Humans cannot survive, because there are no prey to hunt, or soil to cultivate. No animals survive there because there is no food chain on the continent.
Some sea mammals and birds do breed on Antarctica's beaches, because there are no land predators there.
However, based on the Antarctic Treaty (1961), the entire area -- land, ice and water -- south of 60 degrees S, is dedicated to the scientific study of the health of planet earth. This means that many research stations exists on the continent. Scientists and workers in support of science work and live there temporarily with a population on the continent from about 4,000 to about 10,000 souls, depending on the season.
Because it's very cold and has lots of mountains.
may have something to do with the ice and cold weather...
Antarctica is not a country. All land south of 60 degrees S is preserved for science, for the study of the health of planet earth. It is governed by the Antarctic Treaty.

That'd be antarctica

antarctica, bottom of the globe
Antarctica is uninhabited, the only "culture" there is the scientific community studying the continent.
An uninhabited polar desert, a continent that covers 10% of the earth's surface.
I don't think that children live in the Antarctica. There are some research spots there but Antarctica is said to be an uninhabited continent (of course apart from penguins).
People who work and live in Antarctica are fed by the governments who hire them. There are no commercial restaurants per se on the Antarctic continent.
No country. That mountain is located on Antarctica, an uninhabited continent, except for scientific researchers temporarily stationed there.
There are no uninhabited continents, but Antarctica is the least populated continent - with no more than 1500 humans - the rest is populated by penguins, whales, bears and other small species. Antarctica officially has a zero population, and the only bear you are likely to find on that continent is someones teddy bear.
There are no countries in Antarctica. Antarctica does not have any real countries, some countries on other continents have territory that they have laid claim to there, but there are no real countries on Antarctica, it is just a continent that is basically uninhabited other than research stations, and penguins. There are no countries in Antarctica
French is not spoken in Antarctica, as it is uninhabited except for research stations where various languages may be spoken, but French is not a common language in the continent.
