Antarctica is covered by an ice sheet and experiences several months of no sunrise, making it the most extreme cold weather on earth. Nothing grows there and there is no food chain.

Settlements would be impractical since everything would be imported and no government has stepped up to 'settle' Antarctica.

There are no native inhabitants on the Antarctic continent, because it's too cold there to support life. Humans cannot survive, because there are no prey to hunt, or soil to cultivate. No animals survive there because there is no food chain on the continent.

Some sea mammals and birds do breed on Antarctica's beaches, because there are no land predators there.

However, based on the Antarctic Treaty (1961), the entire area -- land, ice and water -- south of 60 degrees S, is dedicated to the scientific study of the health of planet earth. This means that many research stations exists on the continent. Scientists and workers in support of science work and live there temporarily with a population on the continent from about 4,000 to about 10,000 souls, depending on the season.
