Because it's covered in ice, has virtually no life and cannot support humans.

It is too cold for people to live, so most people do not wish to spend their lives in the miserable white land of nothingness but coldness. Most people who live in Antarctica are scientists. No one else would probably want to live there because there is nothing in Antarctica.

Another Answer

There are no countries in Antarctica, no infrastructure to support casual residential occupancy. The Antarctic Treaty preserves all land south of 60 degrees for the scientific study of the health of planet earth. The people who live and work there temporarily -- up to about 4,500 in the busy summer season -- do so in pursuit of these scientific data.
