Why is Dragon Age Inquisition forcing me to choose the Templar storyline?

It has nothing to do with the dragon. You have probably completed the scene in Val Royeaux with the Chantry and the Templars. After this you need to talk to your advisors back at Haven. If you've tried this, did you see the cutscene in Val Royeaux where Fiona introduces herself? It may not trigger if you try to fast travel out of the area instead of using the exit. Try exiting manually. If, when you approach Redcliffe gates after this, a rift does not appear, then I'm afraid you've hit a bug, but at least you can progress the main story by siding with the Templars.
