The God I know about is referred to as the "Father" amongst other names and titles, therefore, He would reasonably referred to as "He". Because you wouldn't call God an "it". Also, think about how the French translation of "they" is always "ils" as long as there is one male in the group being referred to. In language, the male form of a word tends to dominate in ambiguous situations. The argument could be made, too, that because Jesus was a male, and God and Jesus are both manifestations of the same being, that if God were to be assigned a gender, he would inherit that of Jesus. This is a weak argument though, because God was called He and Father long before Jesus walked on Earth. Basically, once upon a time, someone had to pick a pronoun that would represent God, and that person chose "he".
