because that is the material used for tape cases. when we upgraded to CDs, the whole idea was to be compact, so they used the same material they used for tape cases for CD cases, but in trying to be compact, they made the case too thin, and that is why they now always break easily. DVD cases, however, re-invented the case, and DVD cases rarely break.
