The government has few financial resources for improving conditions in the small country, so the infrastructure is weak. The nation relies on foreign aid for approximately 30-40% of its income, much of it directed to basic needs, little invested in long-term growth.

Deforestation and soil erosion have made a portion of the land virtually unusable; geographic conditions limit practical use of another large segment of the country.

There is little tourism due to sanitary conditions, the effect of natural disasters (primarily hurricanes and earthquakes), drug trafficking, political instability, and the prevalence of AIDS, TB and other diseases, among other things.

The small nation suffers from what sociologists sometimes call "brain drain," meaning those who achieve college and professional degrees emigrate to other countries rather than remaining to improve their own. Approximately 50% of the population is illiterate.

Population growth outstrips resources for supporting the population.
