Katniss is the main conflict in Catching Fire as in the first sequel, she and Peeta actually made it out alive together when there is actually suppose to be one victor. Seneca Crane, the Gamemaker for the 74th Hunger Games actually went against the rules of only one victor and defied President Snow's instructions thus making Katniss a sign of rebellion.
