There doesn't seem to be a reason for him to get it. With his Chakra so high with the Kyuubi he would be too strong. From a writer's point of view this would be bad storytelling, to have a character use something that makes him almost like a God with the addition of the massive chakra level of the kyuubi he could Chibaku Tensei several times.
There was this one time where he got so mad at Orochimaru that his whole skin peeled off and the Kyuubi partially came out making the mini kyuubi, but so far it hasn't.

Well he's just after starting his training to master controling the Kyuubi. So if that counts as a jutsu then yes he will be but I don't think controling the Kyuubi is a jutsu.
Kyuubi controls fire. That's why his chakra is so dangerous. It's part of his personality I guess and it's most likely what makes him so vicious or irritable. He's most likely very lonely. DX Poor Kyuubi.
