A number of reasons probably exist for this.

Leviticus is loaded with God's laws, statutes and ordinances, that He has ordained for the Righteous sake of the smooth running of the "sinless," safe and happy society of His people. Mainly, in the attempt to prevent evil from insinuating itself and overtaking His people. Not to mention His "dietary laws," which are aimed toward the robust health of His people.

So, one reason Leviticus is so neglected in The Bible, lies in the penchant of man's nature to defy and rebel against law and authority in general... whether it's God's laws or man's.

"Because the carnal mind [the natural mind and heart of man] is enmity [hostile] against God: for it is not subject to the law of God, neither indeed can be." (Rom.8:7)

To the average person, God is too quick to "kill people who don't obey His laws." The Bible calls "not obeying God's laws" -- SIN [I John 3:4]... the wages of which is death [Rom.6:23].

But, God's laws are a little easier to defy and ignore than man's, because God isn't cruising our neighborhood in a patrol car, waiting to nab us for infractions. Men tend to be a little more obedient to the laws of man when the chances of getting caught is more imminent.

To most men, God is far away, and of no threat to anyone in that regard.

Leviticus with it's plethora of laws is naturally abhorrent to man. Law is mostly a "dry subject" and not of interest to his nature... other than to possibly figure a way around it.

Although many of today's societies have versions of God's laws on their books [i.e. certainly, most societies agree in general with laws against murder]... most of them don't bother to enforce them as God's laws would deal with it... and feel it's easier to "tolerate" the growing evil in their midst.

"Because sentence against an evil work is not executed speedily, therefore the heart of the sons of men is fully set in them to do evil." (Eccle.8:11)

Ultimately, most people don't feel compelled to go to the library and read law books. So, too, is this true with the book of Leviticus in the Bible.

At least, that's one reason for its neglect.
