There should be a weird icon that looks kinda like a face, that is Mesprit. Sometimes when you get to the place where it is, it quickly goes somewhere else. I searched for about an hour, then gave up. Then while I was looking for Vulpix (Yes, you can get Vulpix when you have Emerald in the GBA slot) I found Mesprit!
