Theodore Roosevelt was an officer of the First US Volunteer Cavalry to fight in the Spanish American War. The "rough and tumble" appearance of the men in the regiment earned them the name "Roughriders".
Due to the fact that several North Dakota cowboys were members of the regiment and due to Theodore Roosevelt's ties to North Dakota, North Dakota tourism used the name 'Roughrider State' and 'Roughrider Country' in tourism promotions in the 1960's and 1970's. Because of the tourism promotion, North Dakota became known as the Roughrider State.
His cavalry unit in the Spanish-American War was called "the Rough Riders" by the press. I don't know that anyone referred to TR personally as "Rough Rider," though he was a Rough Rider.

There is more than one with 'The Peace Garden State' as the only official nickname as adopted by the North Dakota state legislature. The Peace Garden State: The International Peace Garden straddles the border of North Dakota and Canada. This nickname was adopted by the state legislature in 1957 after it had been used on North Dakota license plates. The Flickertail State: Flickertails or Richardson Ground Squirrels are abundant in North Dakota. The Rough Rider State: Refers to a volunteer cavalry group which Theodore Roosevelt organized to fight in the Spanish American War. The group, which included several North Dakota cowboys, had to fight without riding their horses due to logistical problems in Cuba. It has been called Norse Dakota because of the large number of residents of Scandinavian heritage.
