The North Korean government argues that South Korea is not actually an independent country, but is a puppet state and a colony of the United States of America. The war against South Korea is, in their view, a war of liberation to bring southern Korea out of imperialist control and back to domestic Korean control. South Korea refuses to submit to the North Korean government. These two opposing wills lead to war.
Contrary to the view in the Community Answer, there is no peace treaty or recognition between North and South Korea, simply an Armistice that was signed in 1953. The armistice ended the actual fighting with a ceasefire, which is simply a "pause" in the war, not its termination.
North and South Korea are not at war. There is a peace treaty extant between these two countries. But it should be noted that both sides are very uneasy neighbors. Further, the North Koreans are edgy to the point of pushing the South Koreans on a semi-regular basis.

Communist North Korea was invading to reunify the country. Free South Korea was fighting to ward off Communist aggression.
North Korea didn't collapse because they still have a strong army. When the Korean War had started, North Korea with the help of China had a lot of weapons. However, the fighting had stopped. NOT the war. They aren't fighting, but it's cold. North Korea shows off about their strength. Every year they have marches with soldiers and men. But now, South Korea is attracting many tourists and South Korea is a rich and well living country. North Korea might be poor, and it isn't very modern. But it has places that are even more beautiful than South Korea.
