Hydrocarbons are made up exclusively of Hydrogen and Carbon - e.g. Alkenes, Alkanes and Alkynes.

Ethanol is an alcohol because even though it has Hydrogen and Carbon, it also has an oxygen.

PVC is not a Hydrocarbon as it consists of Carbon, Hydrogen and Chlorine. To be a hydrocarbon, it must only be made up of Hydrogen and Carbon.

Because along with Hydrogen and carbon it also contains oxygen, while hydrocarbons contain only carbon and hydrogen.
