There are multiple reasons but to start off i will list the main ones.
Pluto DOESNT/HASNT cleared it orbit. this simply means other objects are in its way...for instance every [pluto] year it passes in through neptunes orbit.
Also it i very small compared to any of the other planets.
then finally it is neither a gaseous planet nor terrestrial it resembles more of a commet.
